Using the new business systems interim rule "Cost Estimating System Requirements" at DFARS 252.215-7002 as a foundation we will discuss:

* Major compliance attributes of an estimating system
* Consequences of a decentralized vs. a centralized estimating process
* Benefits of a having an approved cost estimating system
* Why you should prepare a CASB-DS-1 if you are not CAS-covered
* What should be included in the Estimating Manual and who should have one
* Importance of a "sweep" to ensure compliance with the Cost Reduction Clause
* Violations of the False Claims and False Statement Acts
